    text: Beetje vreemd dat als je een klacht hebt over gebrek aan kwaliteit van je gemeente - in mijn geval gemeente Breda
      - een klacht omdat gemeente ambtenaren liegen en bedriegen, dat die klacht niet wordt opgepakt door dit zgn kwaliteitsinstituut.
      Alsof de kwaliteit van dienstverlening niet wordt aangetast door onrechtmatig gedrag van ambtenaren. Kwaliteitsinstituut
      Nederlandse gemeenten lijkt - net als zo vele andere ambtelijke organisaties - er vooral te zijn om zichzelf een pluim
      te geven, enige zelfkritiek laat staan een zelfreinigend vermogen ontbreekt. De vraag is dan ook wat is de waarde van
      een instituut dat er vooral voor zichzelf is en wederom betaald wordt door de uitgezogen belastingbetaler
